Background

The most widely reported L3Harris–Israel story is a deal that never happened. In June 2022 the Washington Post reported that the company was in talks to buy the phone-hacking capability of NSO Group, the Israeli maker of Pegasus that the U.S. Commerce Department had placed on its entity list in November 2021; Al Jazeera's Arabic service relayed that report and quoted a senior White House official saying the administration was deeply concerned about the possible deal. The New York Times then reported that L3Harris executives had made repeated visits to Israel and told Israeli negotiators the U.S. government had signed off on the talks, that the White House — which said it had not been involved in any way — was angered when the negotiations leaked, and that L3Harris then notified the administration it was ending them. No acquisition took place, L3Harris declined to comment, and neither company confirmed the reports.
