Background

Telegram is a privately held messaging company headquartered in Dubai and founded by the Russian-born brothers Pavel and Nikolai Durov. No donation, in-kind aid, investment, sponsorship, or statement of support for Israel by the company has been documented. Telegram appears constantly in coverage of the war, but almost always as a platform used by others rather than as an actor: the Israel Defense Forces run an official channel with more than 135,000 subscribers for siren alerts and press releases, Israeli ministries and journalists run popular channels, and around one in four Israelis used the app weekly as of October 2023 — while Hamas, its Qassam Brigades wing, and Gaza-based news channels also built large audiences on it. Usage by any government, army, or armed group is not corporate support. Telegram's own actions in this space have been moderation and legal compliance, not funding: in November 2023 it restricted access to the Hamas, Qassam Brigades, and Gaza Now channels inside the Google Play and Apple App Store builds of the app (the channels stayed reachable through Telegram's website), after the US pro-Israel advocacy group Zachor Legal Institute wrote to Apple; it limited further Hamas-affiliated Arabic and English accounts in September 2024; it said it removed 15.4 million groups and channels tied to harmful content in 2024; and it shut a channel of the journalist collective Distributed Denial of Secrets after it published documents leaked from Israel's Justice Ministry. Pavel Durov had earlier defended keeping war channels up, arguing that removing them 'risks exacerbating an already dire situation.' The ADL, meanwhile, criticised Telegram's leadership over a post-October 7 surge in violent antisemitic content on the platform — criticism of the company, not evidence of support for Israel. The one financial link running through Israel points the other way: in May 2025 Telegram took its $2 billion bond offering to Israeli institutional investors, seeking roughly $85 million (NIS 300 million) locally at 9% interest through Phoenix Underwriting. That is capital raised from Israeli institutions for Telegram, not money or aid given to Israel. Telegram also does not appear in JLens's survey of global companies that supported Israel after October 7, 2023, and EUvsDisinfo has debunked the viral claim that Durov's August 2024 arrest in France was staged to suppress coverage of Palestine.

  Coverage from October 2023 through mid-2026 reviewed across Al Jazeera, NPR, JTA, The Times of Israel, Calcalist and TechCrunch: no donation, in-kind aid, investment, sponsorship, or statement of support for Israel by Telegram. Everything found is either platform use by others (IDF and Israeli ministry channels, Hamas channels) or company moderation and legal-compliance decisions. The only corporate financial dealing with Israel is Telegram's May 2025 bond roadshow seeking about $85 million from Israeli institutional investors — money raised from Israel, not given to it.

  Not applicable in the usual way: Telegram is a privately held UAE-based company with no US corporate foundation, and ProPublica Nonprofit Explorer holds no Form 990 for Telegram or any affiliated entity.   Telegram is not an SEC reporting company, so no 10-K/10-Q full-text search applies. Its only EDGAR presence is the February 2018 Form D filings by Telegram Group Inc. and TON Issuer Inc. (both British Virgin Islands, CIK 1729650) for the $1.7 billion Gram token sale, and the resulting SEC enforcement case settled in June 2020 with an $18.5 million penalty and $1.22 billion returned to investors. Neither the Form D nor the settlement mentions Israel.

Telegram is not on the BDS movement's official targeted-boycott list, and it is absent from JLens's survey of companies that supported Israel after October 7, 2023.
