Does UPS support Israel?

UPS has served Israel since 1994 through O.P.S.I. (International Handling) Ltd. — או פי אס איי בע"מ — an independent Israeli company operating as UPS's 'Authorized Service Contractor' under UPS trademarks and methods, not a UPS-owned subsidiary (unlike FedEx, which bought out its Israeli agent in 2019). The Israeli business press records that the Israeli operation itself was founded in 1994 by the Livnat family and the businessman Chen Lamdan, and that on 6 November 2012 Maman Cargo Terminals and Handling, of the Livnat family's Taavura group, signed to buy 81% of O.P.S.I. from them for NIS 100 million — NIS 56 million to Livnat and about NIS 44 million to Lamdan — alongside a NIS 46 million pre-closing dividend and a NIS 40 million owners' loan, which TheMarker said implied a value of about NIS 170 million for the company; the remaining 19% stayed with O.P.S.I.'s managers, and because Maman is Taavura-controlled the deal was set to be put to Maman's disinterested shareholders on 13 December 2012. UPS was not a party to that transaction and none of the money went to or came from it. The arrangement still stands: on 15 March 2026 the Histadrut, the works committee and the management of O.P.S.I. Ltd (UPS Israel) signed a collective agreement running to June 2030 for close to 700 employees, after earlier agreements in 2017 and 2022, and the licensee runs three logistics centres in Israel. UPS's own site lists Israel service locations, and UPS operated its own freighter flights to Tel Aviv — six a week on a wide-body aircraft in 2012 — until October 2023.

After the 7 October 2023 attacks, UPS temporarily suspended operations in Israel including all inbound and outbound flights from 9 October, citing safety ('until further notice'), while activating contingency plans to move shipments already inside Israel — in contrast to DHL, which kept flying to Tel Aviv, and FedEx, which restored service via third-party airlift within days. In-country UPS-branded service remained the responsibility of its local contractor O.P.S.I.
