Background

ChatGPT is a product of OpenAI, and nothing — no donation, sponsorship, contract or statement concerning Israel — has been documented at the ChatGPT product level; every corporate action sits with OpenAI and is covered on the OpenAI page. Those parent-level facts are: CEO Sam Altman's June 2023 visit to Israel with OpenAI's leadership, where he met President Isaac Herzog, spoke at Tel Aviv University and said OpenAI was 'examining different options for investing in Israel'; and OpenAI's first Israeli commercial hires in July 2026, when it recruited a former AWS Israel executive to lead business development with Israeli high-tech. Reporting in July 2026 indicated the role formally reports to OpenAI's London office and that sources close to the company said no Israeli office or dedicated country manager was planned at that stage. Two widely shared ChatGPT-specific claims are unfounded or mis-attributed. Snopes found in December 2025 that Israel did not sign a contract with OpenAI or ChatGPT to make the chatbot more pro-Israel: the real $6 million agreement was between Israel's Government Advertising Bureau, via Havas Media Network, and the US strategy firm Clock Tower X, and it concerned an American public-relations campaign, not the model itself. And the Associated Press reported in February 2025 that the Israeli military sharply increased its use of OpenAI models after October 2023 — purchased through Microsoft's Azure cloud under Microsoft's commercial partnership with OpenAI, with OpenAI stating it has no partnership with Israel's military. Users' or governments' use of ChatGPT, and disputes about how the chatbot answers questions on Israel and Palestine, are not corporate support in either direction.
