Background
Vodafone Group has no network, licence, joint venture or partner-market agreement in Israel. Its own "where we operate" disclosure lists networks in nine European and eight African countries, investments in three more and partner markets in over 40 others; Israel appears in none of these, and the Israeli mobile market is served by Israeli-owned operators (Partner, Cellcom, Pelephone, Hot Mobile). Vodafone customers travelling to Israel are carried by those local networks under ordinary roaming arrangements, which is a commercial interconnect, not support for a country. The one documented Israel-facing corporate action by Vodafone is the 2011 Vodafone Ventures investment in CellEra listed above.
