Background

Electra Consumer Products is the Israeli company at the centre of the Carrefour boycott story, and getting the chain of attribution right is the whole point. Carrefour S.A. of France owns no stores in Israel; it licensed its brand in March 2022 to the operating company now known as Global Retail Ltd. (formerly Yenot Bitan), in which Electra Consumer Products holds a roughly 49.5% minority stake alongside the founding Bitan family, PHF Group and Phoenix Financial — Electra is a large shareholder, not a full parent. That Israeli operating company spent about NIS 250 million converting its supermarkets, opening 50 Carrefour-branded stores on a single day in May 2023. When Carrefour Israel channels announced free food parcels for Israeli soldiers in October 2023, that was the same network — the acting party was here, not in France. A third entity, Dubai's Majid Al Futtaim, held the entirely separate Carrefour franchise for the Gulf and has never had a store in Israel or any ownership link to Electra; the boycott campaign that followed damaged its business over somebody else's stores. Within the Israeli group, attribution also needs care in the other direction: the UN OHCHR database lists the parent Elco Ltd., Electra Group Ltd. and Electra Afikim Ltd., but not Electra Consumer Products itself. What was a lead in an earlier pass has now been checked: a joint NGO report (Al-Haq, AFPS and others, Nov 2022/May 2026) independently corroborates, with named branches, Who Profits' claim that the operating company's wider store network includes West Bank/East Jerusalem settlement branches (recorded above as evidence). Who Profits' profile separately states, with no independent source found for it, that the operating company also supplied small food/beverage orders (NIS 33,705 total in 2024) to COGAT, the Israeli military's territorial coordination body — we note that Who Profits characterisation here without treating it as evidence, since we could not verify it against a primary document or other reporting.

Electra Consumer Products, an Israeli company listed on the Tel Aviv Stock Exchange, signed an exclusive 20-year franchise agreement (with a 20-year renewal option) with Carrefour S.A. of France to convert the supermarkets of its subsidiary Yenot Bitan into Carrefour-branded stores and to distribute Carrefour private-label products in Israel. Electra Consumer Products launched Carrefour in Israel with 50 franchised stores opening simultaneously — 3 Carrefour Hyper, 10 Carrefour Market and 37 Carrefour City — after a conversion investment of about NIS 250 million (roughly $70 million). Around 77 branches had been converted by the end of 2023. The investment and the stores are the Israeli company's; the brand is licensed.

Days after 7 October 2023, Carrefour Israel-branded channels announced free food parcels for Israeli soldiers — including an Instagram post of 10 October — and at least one Jerusalem branch ran an in-store donation drive for soldiers. These acts came from the stores of the Israeli franchisee, Electra Consumer Products and its Yenot Bitan subsidiary, not from the French parent, and they triggered a global boycott campaign against the Carrefour brand. Carrefour corporate later characterised the donations as individual initiatives by store staff that ended by mid-October 2023, with CEO Alexandre Bompard stating there is "no more donation, no more aid provided to the Israeli army." We have found no statement from Electra Consumer Products itself disowning the announcements.

The UN Office of the High Commissioner for Human Rights database of business enterprises involved in activities linked to Israeli settlements (A/HRC/60/19, 26 September 2025, 158 enterprises) lists "Electra Group Ltd." as entry 57, with activities (e) provision of services and utilities supporting the maintenance and existence of settlements and (g) use of natural resources for business purposes; "Electra Afikim Ltd." as entry 56, with activity (e); and "Elco Ltd." — the holding company at the top of the group — as entry 55, with activities (a), (e) and (g). Precision matters: Electra Consumer Products is not itself named in the database; the entries are for the group's parent and its construction and transport affiliates, which are separate legal entities from the retail company. This is a UN finding of "reasonable grounds to believe," not a court judgment.

Ltd.' — the same company under two transliterations of its Hebrew abbreviation). Electra Consumer Products holds a minority stake of about 49.5% in it, not full ownership; the rest is held by the founding Bitan family (Nurit and Nachum Bitan) together with PHF Group and Phoenix Financial, per Who Profits' company profile. As of March 2026, a joint report by seven organisations (Al-Haq, Association France Palestine Solidarité, CGT, Ligue des droits de l'Homme and others, first published Nov 2022, updated May 2026) documents two of the company's stores carrying the Carrefour brand itself inside Israeli settlements — one in Maccabim (Modi'in) and one in Neve Ya'akov (East Jerusalem) — plus six more of the company's stores trading under its other banners (Yenot Bitan, Mehadrin Market) in the West Bank settlements of Ariel, Alfei Menashe, Modi'in Illit, Ma'ale Adumim and one more location given as Kokhav Ya'akov by the joint report and as Beit El by Who Profits' own listing (the two sources do not fully agree on this one location, so it is noted rather than asserted). These are the Israeli operating company's own stores and staffing decisions; nothing here is Electra Consumer Products' conduct as a corporation beyond holding a minority stake.
