In 2025 the company became the subject of a European scandal after The Citizen Lab and WhatsApp identified journalists and civil-society figures in Italy as targets of its Graphite spyware, which led Paragon to end its Italian contracts; the company says it sells only to democratic governments under contractual terms that forbid targeting journalists and activists. That dispute concerns Paragon's foreign customers and is not evidence about support for Israel.
