Background

Partner is the Israeli side of the Orange affair, and the facts here are the mirror image of our Orange page. Partner was never owned by Orange S.A.: from 1999 it merely licensed the Orange brand while remaining an independent Israeli operator based in Rosh HaAyin. When Orange's CEO said in Cairo on 3 June 2015 that he would end the arrangement "tomorrow morning" if he could, the row that followed was diplomatic, not corporate — Orange never boycotted anything, its CEO flew to Jerusalem on 12 June and said Orange "has never supported and will never support any kind of boycott against Israel", and on 30 June the two companies agreed a paid wind-down. It was Partner, not Orange, that pulled the trigger: on 5 January 2016 Partner exercised the termination right, and on 16 February 2016 it replaced the Orange name with its own — collecting up to about €90 million from the French group in the process. Nine years before schedule, the Israeli company ended up better capitalised and with its own brand. Since then Partner has been an ordinary Israeli mobile operator: its 2023 disclosures show about NIS 2.2 million of social spending including an IDF-linked organisation and a war-related employee volunteering programme, and it estimated the war cost it NIS 5–10 million a month in lost roaming profit. It is listed as entry 121 in the UN OHCHR settlement-business database over services to West Bank settlements — the same activity that had made it the target of the campaign against Orange in the first place.

Partnership1999—Orange S.A. (France) — inbound brand licence
From 1999 until 16 February 2016 Partner marketed all of its products and services in Israel under the "Orange" brand, licensed from France's Orange S.A. The arrangement was a brand licence only, running in Partner's favour: Orange never held shares in Partner and did not operate a mobile network in Israel, and Partner was at all times an independent Israeli company. The licence had originally been set to run until 2025.

Partner announced on 5 January 2016 that it was exercising its right to terminate the brand-licence agreement with Orange, ending the 17-year arrangement nine years before it was due to expire. The termination followed the framework the two companies had agreed on 30 June 2015 after Orange CEO Stéphane Richard said in Cairo that he would end the Israeli arrangement "tomorrow morning" if contracts allowed. Under that framework Orange pays Partner €40 million in instalments plus a further €50 million once the licence ends — up to about €90 million (roughly $100 million). The money flows from the French licensor to the Israeli licensee as contractual compensation; it is not charitable giving, and it is the same transaction recorded from the other side on our Orange page.

On 16 February 2016 Partner replaced the Orange name on its stores, advertising and services with its own "Partner" brand, completing the split. The company had marketed itself as Orange in Israel for 17 years; from that date no Israeli mobile operator carried the Orange name, and Orange S.A. retained only its own separate Israeli activities.

Partner's Q4 and FY2023 investor overview states, in its "ESG Partner in numbers 2023" panel, that "~2.2MILS was allocated to corporate social responsibility issues". The deck marks no currency on that tile, and it gives no dollar figure on any page, reporting in shekels throughout; the Hebrew version of the same panel in Partner's own 2022-2023 ESG report carries the same 2.2 figure beside the Hebrew abbreviation for millions of shekels. The sum is therefore about NIS 2.2 million — roughly $600,000 at the 2023 average of 3.69 shekels to the dollar. That is Partner's total annual corporate social responsibility allocation, not a figure for Israel-linked support: the same panel names "Or Lamishpachot", an "IDF fighting regiment" and "the security forces" in one breath with general community causes — the Krembo Wings youth movement for children with disabilities and the food-aid charity Latet — and Partner publishes no breakdown of what any recipient received. No dollar amount is recorded on this row for that reason. Trade-press coverage of Partner's social cellular package describes a mechanism funded out of subscriber payments: 10% of the monthly price each subscriber pays for the package goes to Krembo Wings and Or Lamishpachot, and the report attributes the three-year total — hundreds of thousands of shekels — to Partner and its customers together, not to the company alone. That total is an order of magnitude below the annual CSR allocation. The overview also states that 68% of employees volunteer, "incl. 'Iron Swords' war-related activity."

The UN Office of the High Commissioner for Human Rights lists "Partner Communications Company Ltd." as entry 121 in its database of business enterprises involved in activities linked to Israeli settlements (A/HRC/60/19, 26 September 2025, 158 enterprises). The activities recorded against it are (e) the provision of services and utilities supporting the maintenance and existence of settlements and (g) the use of natural resources, in particular water and land, for business purposes. This is a UN finding of "reasonable grounds to believe," recorded here with its primary source; it is not a court judgment. Partner's activity in West Bank settlements was also the substance of the BDS campaign that pressured Orange during the 2015 dispute.

Who Profits, an Israeli advocacy research centre that tracks corporate involvement in the occupation, profiles Partner Communications as operating more than 200 active cellular antennas on occupied land in the West Bank (including East Jerusalem) and the Syrian Golan as of April 2024, with more under construction; running four customer-service centres in East Jerusalem; and paying rental and land-use fees to Israeli settlements, in some cases for the use of private Palestinian land. Who Profits also states Partner won a 2022 tender from the Beitar Illit settlement municipality to supply and install an email server. This is Who Profits' own characterisation, attributed to it here; its profile names the settlements involved (Ariel, Beit El, Beitar Illit, Givat Ze'ev, Ma'ale Adumim, Ma'ale Efraim, Migron, Modi'in Illit and others) but does not cite primary tender documents or dated filings for the antenna count or the Beitar Illit contract beyond a general reference to a World Bank report on the West Bank and Gaza telecom sector, so those specific figures are not independently corroborated here.
