Intel's Israel expansion has not moved in a straight line: in 2024 the company paused construction on the Fab 38 expansion in Kiryat Gat, a decision Israeli business media attributed to Intel's global cash constraints and market conditions rather than to the war, with contractor headcount on site falling from about 5,500 at the 2024 peak to roughly 2,000. Intel has said the mega-project's pace 'is adjusted to business developments and market conditions' and that it 'remains fully committed to its operations and strategic presence in Israel.'
